SREC Delaware Procurements

Each year the SREC Delaware program is open for bids during a two-week procurement window. The SREC Delaware Program only accepts bid applications during this two-week window. During each procurement, participants submit bids for the price they would be willing to accept per SREC. At the end of the two-week window, the Program Administrator verifies that all bids are valid, and then accepts the lowest valid bids in each tier until the tier is full. 2014 Spot Auction

Spot Auctions are separate from the annual SREC Delaware Procurement. Anyone with existing Delaware certified SRECs can participate in Spot Auctions. The 2014 Spot Auction took place from June 25th to July 7th, 2014. All bids were placed on the SRECDelaware.com website.

Details

2014 spot auction only accepted existing, already generated SRECs. The 2014 spot auction was open to all Delaware certified SRECs produced on or after June 1st, 2010.

Bidders entered a bid price for each SREC they wished to sell, and all successful bidders won at their bid price. Winning bidders had an 8% commission deducted from their final payment. There were no multipliers provided for Delaware labor or equipment certified SRECs. Delmarva Power anticipated purchasing between 2,000 and 6,000 SRECs in this auction to meet their 2013/14 Renewable Portfolio Standard obligation in Delaware.

Existing SREC Delaware contract holders who had SRECs produced outside their contract were able to log in using their regular SREC Delaware account to sell these SRECs in the spot auction. All SRECs available and eligible for the auction were automatically displayed on the order entry page. Note that 2014 Solicitation winners were not able to sell any SRECs generated prior to June 2014 through their contract and were recommended to use this spot auction to sell any of these pre-contract SRECS.

Auction participants who held their SRECS outside the SREC Delaware PJM-GATS account were required to create a new free account on the SREC Delaware website to enter their auction orders. All SRECs bid were required to be transferred into the SREC Delaware GATS account prior to 5:00 EST on July 7th in order for their bid to be valid. Failure to transfer SRECs prior to auction close would result in an invalidated bid. SRECs for all unsuccessful bids were returned after the auction closed.

Payments for winning SRECs were deposited directly to the winning bidder’s bank account via ACH.

Results

A total of 3622 SRECs were purchased. The weighted average price of SRECs sold was $80.24.
