2026 SREC Delaware Procurement

Delmarva Power buys Solar Renewable Energy Credits from Delaware solar owners through one competitive bid window each year. Each SREC represents 1 MWh of solar generation. Submit the price per SREC you are willing to accept. Please see our About page for more information on the SREC Delaware Program.

Overview

How the procurement works

  1. Apply and bid

    During the two-week window, submit your system details and the price per SREC you would accept for each tier you qualify for.

  2. Validation

    After the window closes, the Program Administrator reviews every application and confirms each bid is valid.

  3. Award

    Winning bids are selected in each tier starting with the lowest valid bids. Tier targets are discretionary, and there is no cap on the total SRECs purchased. Winning bidders sign a transfer agreement with Delmarva Power.

Tiers & targets

Procurement tiers

Each application is placed in a tier based on system size and interconnection date. Bids compete only against other bids in the same tier.

Targets are discretionary, and there is no cap on the total number of SRECs purchased in any tier. Community solar projects are eligible for all tiers.

Payments

Contract terms

Winning bids in Tiers 1 and 2 receive 25-year contracts. During years 1–10, successful bidders are paid at their bid price for SRECs transferred under the contract. During years 11–25, successful bidders are paid at the administrative price of $10 per SREC for SRECs transferred under the contract. Successful bidders are paid any applicable bonuses in addition to the bid price or administrative price.

Winning bids in Tier 3 receive 5-year contracts. Successful bidders in Tier 3 are paid at their bid price for SRECs transferred under the contract for the full 5-year contract.

Rules

Eligibility and bidding rules

“New” systems

  • New systems have interconnection approval on or after November 15, 2025.
  • All systems bidding into Tier 1 and Tier 3 must meet this “New” system requirement.

Bid deposit

  • Projects without a Delaware Public Service Commission certification number are required to submit a bid deposit of $50 per kW.
  • This deposit will be refunded once the system is interconnected and the certification number is provided via the SREC Delaware portal, or if the project application is denied.

Bid evaluation

  • Delmarva reserves the right to reject bids it deems unreasonably high.
  • Rejected bids cannot be reallocated to other tiers.

Compared with 2025

What’s new this year

The 2026 Program continues the three-tier structure of the 2025 Procurement, but removes the caps on the total number of SRECs purchased. Each tier now has a discretionary target instead of a maximum.
